Your EV is sitting on I-880 with an empty traction pack. The beat truck you hoped for may not fix that. Bay Area Freeway Service Patrol still lists a free gallon of gas. They also list a jump-start and a radiator refill. MTC’s FSP page, read 2026-09-18, never mentions electric vehicles. It also never mentions out-of-charge help. AAA usually answers the same stall with a flatbed. A mobile 240-volt rescue is a different tool. Ask every dispatcher what they’re actually sending.

What FSP and 511 still bring you

The Freeway Service Patrol is MTC, CHP, and Caltrans working with bid-out tow beats. They run Monday through Friday, 6 to 10 AM and 3 to 7 PM. 511.org is the source for those hours. Dial 511 and say “Freeway Assist,” or use a call box. MTC says the program covers over 100,000 incidents a year.

None of that feeds a dead pack. FSP can still make a shoulder safer. They can jump a 12-volt if that’s the failure. They don’t roll 240 volts into the traction battery. We couldn’t find a published FSP EV charging product on mtc.ca.gov.

After those commute windows, CHP’s Rotation Tow Program often takes the call. You don’t choose the company. Caltrans District 4 covers the nine Bay Area counties. 511 SF Bay and QuickMap cover conditions and cameras. They don’t publish on-site 240-volt rescue either.

CVC 21718 bans stopping on a freeway except in tight cases. A disabled car you can’t move, with help already summoned, is one. CVC 22651(f) allows removal after four hours. That applies on a full-access-control freeway. The car has to be unable to move itself. That’s the clock you should plan around.

Express lanes run on I-80, I-580, I-680, I-880, US-101, and SR-237. Stay out of live lanes if you’re stopped. We couldn’t confirm a published disabled-vehicle policy for the state-owned bridges. Call 511 and follow CHP.

What AAA actually does with a dead EV

AAA is a membership club, not an EV charging utility. Many dead-EV club calls still become a flatbed tow. The wrecker loads the car. Then it runs to a charger or a shop you name. Confirm that sequence with the person on the phone. We couldn’t confirm a published AAA Bay Area 240-volt program. Ask AAA in writing if they now send a charger here.

That tow is still the right call when the car is broken. A failed suspension needs a hook. An empty pack on a healthy EV doesn’t need a tow.

Tow law splits by place. On a freeway after FSP hours, rotation rules apply. In a San Francisco garage, SFMTA’s posted contractor is TEGSCO, LLC (AutoReturn). San Jose and Oakland keep their own private-property tow rules. CVC 22658 governs posted private-property tows. California doesn’t cap ordinary consensual tow rates statewide. Get the operator’s quote before the winch starts.

Census ACS 2019-2023 puts pre-1980 housing at 77.2% in San Francisco. Daly City sits at 78.7%. Tight garages and street parking are the norm in the core. A compact charging rig can reach stalls a full flatbed cannot.

What a mobile charge does that a tow doesn’t

Charge Pro SF is a referral line for the Bay Area. We match stranded drivers with independent local operators. We don’t own trucks. We don’t employ techs. We don’t set prices. The operator quotes you before work starts and bills you directly.

Those operators bring a 240-volt Level 2 source to the car. Tesla owners get a native NACS plug. Other brands use a CCS or J1772 adapter. Once the session is running, they typically add 10 to 20 miles. That usually takes 15 to 30 minutes of charging. That’s session time, never an arrival promise.

They can also jump or replace a dead 12-volt on site. They handle Tesla and every major EV brand. A dark 12-volt can mimic an empty pack.

If you can roll a little after a top-off, named sites exist. BART lists Level 2 at Warm Springs / South Fremont with 42 plugs. Lafayette has 4 plugs. Those are destinations, not shoulder help. Out-of-charge recovery is the on-site path when you can’t get there yet.

1961-1990 NWS normals put San Francisco’s July average max at 71.5F. Livermore’s is 89.7F. Antioch’s is 90.4F. San Jose sits around 82F. A Peninsula commute and an Altamont climb are not the same pack. The inland heat gap over the coast is real.

Two jobs, not two brands in a fight

FSP and a motor club are built to clear or move a stall. A mobile operator is built to put energy in the pack where you sit. Tesla, AAA, or local rescue maps who typically shows up for which failure. Mobile charging versus a tow is the same fork from the truck.

If a part broke, you want a tow. If the pack is empty, you want range. If the 12-volt is dead, you want a jump. Mixing those up burns the four-hour freeway window.

We don’t invent a cost table. AAA dues live on AAA’s site and in your account. A mobile visit has no membership through us. Public charging after a tow is a separate bill at that site. Your home EV rate doesn’t apply on a shoulder.

A tow includes load, travel, unload, and then a charge at the destination. A Level 2 rescue, once plugged in, typically takes 15 to 30 minutes. Neither figure is a promise of when a truck appears.

When the club card still wins

Use AAA when the EV is actually damaged. A control-arm failure in the Oakland hills still needs a flatbed. A curb-rash wheel that won’t hold air still needs a tow. A body shop or Tesla service visit is a delivery problem. If you already carry the card for gas cars, use it.

Use it when you need a named shop. A mobile top-off won’t replace a failed drive unit. It also won’t satisfy a manufacturer’s tow instruction.

Reach is operator-specific. We don’t publish fake coverage maps. Ask if they can legally and physically get to you. If they can’t, the club or CHP rotation is the honest next call.

When you want 240 volts at the bumper

Call a mobile charge when the car is healthy and empty. That’s the out of charge on a Bay Area freeway case. It’s also a garage a wrecker can’t enter. Street parking in San Francisco has the same pinch. You only need enough range to roll to a working post.

Call when the 12-volt is the real failure. Operators we connect you with can jump or swap it on site. Call when a charge port is stuck. A tow doesn’t free a latched cable.

Coast, South Bay, and East County are different days in the car. Pacifica and Half Moon Bay sit in marine air. Tri-Valley and the Delta run hotter on those WRCC normals. Tell the operator the road and the grade you still have to climb. AAA or local Tesla rescue in San Francisco covers the city-level version of this choice.

Where Tesla roadside sits in the pile

Tesla publishes its own roadside program. New cars often include a covered window. Confirm current terms in the Tesla app. Broadly, Tesla roadside is built around tows, tires, lockouts, and some 12-volt jumps. It isn’t a promise of 240 volts on I-680.

Owners past that window pay per incident or use another club. None of that makes Tesla roadside a mobile charge. You can keep both. The club handles flats and collision tows. The operator handles an empty pack or a dark 12-volt.

First moves on the shoulder

Turn on your hazards and leave live lanes if you can. Stay with the car when that’s safer. During FSP hours, 511 can send the beat truck for traffic control. Then call for energy if the pack is empty. Don’t sit past four hours on a controlled-access freeway waiting for a better idea.

If you want an operator quote for a 240-volt top-off, call (415) 630-6268. The operator, not this line, sets the price and the clock. Confirm both before they start.

Does AAA or FSP charge an empty EV on site?

Bay Area FSP, as published by MTC on 2026-09-18, lists gas, jumps, and radiator refills. It doesn’t list EV charging. AAA coverage varies by membership and region. Confirm with AAA whether they’re sending a charger or a flatbed. Don’t assume 240 volts until the dispatcher says so.

How do you compare cost without inventing a price?

You can’t, honestly, from a blog. AAA dues are on AAA’s site. A mobile operator quotes per visit and bills you directly. A tow can add destination charging and lot rules. Ask each party for today’s figure before you agree.

Can a mobile rescue charge brands besides Tesla?

Operators in this network bring a native NACS plug plus CCS and J1772 adapters. That covers Tesla and the other major EV brands they serve. Confirm your port type when you call. The quote is for your car.
